ATHENA: HOW IT WORKS
ATHENA represents a new paradigm in emergency preparedness where an agency rents rather than purchases their capabilities and outsources the maintenance and oversight functions for their equipment. ATHENA is comprised of five program components: Long-Term Capabilities Hosted (LATCH), ATHENA Regional Cache (ARC), Short-Term Asset Rental (STAR), the Logistical Emergency Acquisition Program (LEAP), and ATHENA Regional Training Events (ARTE). Each of these programs is designed to solve a particular portion of the preparedness paradox, and collectively they are designed to completely redefine how governments prepare for and respond to critical incidents.

Historically, for most law enforcement agencies, it has been easier to obtain funding for technology than it has to obtain funding for increased training and personnel. For most agencies, it has been easier to try to solve operational challenges with technology than it has been to do so with increased personnel and training costs. Although understandably the result of the way police departments are funded, this technology focused approach has created real issues for emergency preparedness.
